PhilHealth YAKAP: How to Register and What It Covers at Your Health Center
Quick Answer: YAKAP is PhilHealth's primary care benefit, the upgraded Konsulta: free consultations at a registered clinic, 13 laboratory tests, six cancer screening tests on referral, and up to ₱20,000 a year of medicines per member and per dependant. Here is who qualifies, how to register and how to use it.
PhilHealth YAKAP (Yaman ng Kalusugan Program) is the primary care benefit every PhilHealth member and dependant is entitled to: free check-ups at a clinic you register with, 13 laboratory tests, six cancer screening tests on referral, and up to ₱20,000 a year of medicines from accredited pharmacies, per member and separately per dependant. It replaced Konsulta in July 2025 and its rules took full effect on 1 January 2026 under PhilHealth Circular 2025-0017. This guide explains who qualifies, how to register, what is covered and how the medicines work, drawn from PhilHealth's own YAKAP FAQ. Most rural health units and city health centers listed on Healthcare Philippines are YAKAP clinics.
Who is eligible?
All PhilHealth members and their qualified dependants, whatever the membership category: employed and self-employed, indigent and sponsored, 4Ps beneficiaries, senior citizens, lifetime members, overseas Filipino workers, persons with disability, solo parents, and children. The only requirements are a PhilHealth Identification Number (PIN) and registration with one YAKAP clinic. If you are not yet a member, PhilHealth offices and many clinics can enrol you first.
How do you register?
| Channel | How |
|---|---|
| eGovPH app | Open the PhilHealth section, choose YAKAP registration, select a clinic near you |
| PhilHealth Member Portal | memberinquiry.philhealth.gov.ph: log in with your PIN and choose a clinic |
| PhilHealth office | Any branch or Local Health Insurance Office, with your ID |
| The clinic | Walk in to a YAKAP clinic with your ID and PIN; staff register you on the spot |
Choose the clinic you can reach easily, because only that clinic's doctor can prescribe and refer under the programme. Dependants can be registered at the same clinic or a different one nearer to them. Questions: PhilHealth's action centre at (02) 866-225-88, open 24 hours, or [email protected].
What does YAKAP cover?
| Benefit | Where | Limit |
|---|---|---|
| KONSULTA: consultations, check-ups, follow-ups | Your registered YAKAP clinic | As the doctor recommends; free at government clinics, up to ₱900 a year at private clinics |
| LABORATORYO: 13 outpatient laboratory tests | The clinic or its partner laboratory, on the clinic doctor's request | As needed |
| SCREEN: cancer screening tests | Accredited screening facilities, on referral from the clinic doctor | Mammogram, breast ultrasound, low-dose chest CT, alpha-fetoprotein, liver ultrasound, colonoscopy; no charge at the facility |
| GAMOT: medicines from a list of 75 molecules | Accredited GAMOT pharmacies, on a prescription issued through the GAMOT app | ₱20,000 a year per member; a separate ₱20,000 per dependant |
Hospital care is separate: admissions are covered by PhilHealth's case rates and, in government hospital wards, zero balance billing. See public vs private hospitals and what PhilHealth covers.
How does the medicine benefit work?
- Your registered clinic's doctor examines you and prescribes through the GAMOT app. Prescriptions from other doctors do not count, except for a first cancer screening referral, after which you must be referred back to the clinic.
- Take the prescription or its code and a government ID to any accredited GAMOT pharmacy; they show YAKAP signage.
- The pharmacist validates the code, dispenses, and gives you a GAMOT Availment Slip to sign showing your remaining balance.
- Maintenance medicines may be prescribed for up to three months and are released one month at a time; you return for the next month with the same prescription.
- If a pharmacy is out of an item you may take the rest elsewhere. Branded products above PhilHealth's set price are not covered unless the pharmacy agrees to supply at the set price.
- Once your ₱20,000 for the year is used, further medicines are paid by you. Each dependant has their own ₱20,000.
A representative can collect with an authorisation letter, the patient's ID and their own ID.
What should you expect at the first visit?
A first patient encounter: history, examination, baseline measurements, and the doctor's assessment of which laboratory tests and screenings you need. From then on the clinic is your medical home under the programme: it monitors chronic conditions, renews maintenance prescriptions and refers you to hospital when needed. Register the whole family, including children and elderly dependants, so their ₱20,000 allowances are active before anyone is ill.
