Where can you get tested?

Social hygiene clinics. Every city health office and many municipal health offices run a social hygiene clinic that does free HIV and STI testing and counselling; in Manila and Cavite these include the San Lazaro Social Hygiene Clinic and the Cavite Social Hygiene Clinic, and the Quezon City Health Department runs social hygiene and sundown clinics across its districts. Treatment hubs and primary HIV care facilities. Section 33 of RA 11166 tells the DOH to designate public and private hospitals as treatment hubs; they test as well as treat, and their number has grown with the epidemic. The DOH's surveillance report for October to December 2025 counts 195 certified rHIVda confirming laboratories, up from 26 in 2021. LoveYourself keeps a public list of hubs by region.

Community-based organisations. What does Republic Act 11166 guarantee?

The Philippine HIV and AIDS Policy Act of 2018 makes testing voluntary and confidential and requires counselling before and after. Written consent must come from the person tested; under Section 29, a person aged 15 to below 18 consents for themselves, and a child under 15 who is pregnant or at high risk can be tested with a social worker's or health worker's assistance. Compulsory testing is allowed only in the narrow cases listed in Section 30. Section 44 guarantees the confidentiality and privacy of anyone tested, exposed or living with HIV; Section 46 says the counsellor discloses the result only to the person tested; and Section 49 prohibits discrimination on the basis of actual or perceived HIV status, with Section 48 placing a duty on employers, school heads and mayors to prevent it. Section 33 requires the DOH to provide free antiretroviral therapy and medicines for opportunistic infections to everyone enrolled, and Section 32 requires prenatal providers to offer HIV testing to every pregnant woman, which is why an HIV screen is in PhilHealth's first-trimester laboratory set.

What about PrEP and PEP?

Pre-exposure prophylaxis, a daily pill that prevents infection, has been dispensed through DOH and community sites since March 2021. The surveillance report counts 78,797 people ever enrolled, 96 percent of them men and 63 percent aged 25 or older, with 4,760 new enrolees in the last quarter of 2025; 78 percent were registered at facilities in Metro Manila, Calabarzon and Central Luzon, and only 18 percent of those ever enrolled came back for a refill in 2025, which is the programme's weak point. Post-exposure prophylaxis, started within days of a possible exposure, is available through treatment hubs and the establishments LoveYourself lists. What happens after a reactive test, and what does PhilHealth pay?

A reactive screening goes to one of the 195 certified confirming laboratories. If confirmed, you are enrolled at a treatment hub or primary HIV care facility and started on antiretroviral therapy; in October to December 2025, 4,150 people were enrolled and 99 percent started on the first-line regimen. Treatment works when it is taken: 57 percent of people on ART who had a viral load test were suppressed as of December 2025, and the country is chasing the UNAIDS 95-95-95 targets for 2030. The DOH also notes that 24 percent of the people diagnosed in early 2026 already had advanced HIV disease, the cost of testing late.
